The above two factors constitute the main contribution of this project which is considered quite important taking into account the impact open data may have on the economic growth of the European Cities. Up to now, little emphasis has been given to the way smart cities/municipalities are organized to decide upon such issues and even less on training the personnel on the new skills required. However, it faces profound transformations driven by environmental sustainability goals, digitalization, and evolving consumer expectations. These changes require a workforce equipped with new skills to support competitiveness, ensure social fairness, and enhance resilience—objectives at the core of the European Skills Agenda. The Pact for Skills, as a major initiative under this agenda, emphasizes the importance of large-scale partnerships to drive upskilling and reskilling efforts, ensuring that sectoral transitions are inclusive and aligned with labour market needs. The livestock sector, with its strategic relevance, must leverage these frameworks to develop a comprehensive skills strategy that responds to current and future challenges. To this end, VITAL (Vocational Innovation and Training for Animal Livestock), a transnational partnership, brings together 25 partners from 9 countries, representing Higher Education (HE), Vocational Education and Training (VET), and the labour market. This multi-actor collaboration ensures a comprehensive approach to skills intelligence, addressing both immediate workforce needs and long-term sectoral strategies. The project aligns with the Blueprint for Sectoral Cooperation on Skills, a key initiative under the European Skills Agenda, which promotes strategic collaboration between stakeholders to design and implement sector-specific skills strategies. In this context, VITAL aims to develop and implement a sector-wide skills strategy for European livestock farming, define new occupational profiles at EQF levels 5 and 7, and design and update training programs in HE and VET (EQF levels 3-8) that cater to emerging job roles in the livestock industry. By 2030, the tourism sectors in Madagascar, Lesotho, and Mauritius will prioritize sustainability, digital transformation, and a diversification of experiences. The three nations will focus on responsible tourism, enhance accessibility, and adopt smart technology as priorities to draw international visitors. Investment in infrastructure, tourism driven by the community, and climate resilience will influence their growth in tourism, guaranteeing long-term advantages for local ecosystems and economies. The national priorities for the T&H development incorporated into the objectives of the DEXIT project are closely related to the objectives of the EU Digital transformation and Green Deal. The introduction of digital technologies, knowledge and skills in education programs in T&H enables greater inclusion of T&H business entities in the tourist product of their countries. Digital education enables women, being majority of the T&H workforce, to be more active in the industry. This promotes EU values, gender equality, right to work, and raises the quality of life in general. DEXIT project has goal to support five African HEI’s in digital transformation of their T&H study programs and creation of new education forms. Together with governmental institutions being DEXIT partners and in cooperation with T&H industry project will create opportunity for accelerated development and employment for the population.
